• The Central Government had made the Craft Instructor Training Scheme (C.I.T.S.) certificate mandatory for this recruitment on thousands of posts.
• Later, a concession was given and it was ordered to submit this certificate within 3 years of appointment.
• The Rajasthan High Court has stayed the condition of having a Craft Instructor Training Scheme (C.I.T.S.) certificate being mandatory for recruitment to the post of Junior Instructor.
• The court has said that all candidates should be allowed to participate in the recruitment process, whether they have this certificate or not.
• This order was given by a bench of Chief Justice M.M. Shrivastava and Justice Uma Shankar Vyas while hearing a writ petition filed by Kishor Kumawat.

• Advocate Raghunandan Sharma said that there are no Craft Instructor Training Institutes in Rajasthan and many other states, so where will the certificate come from?
• In September 2024, the Central Government amended the recruitment rules for Junior Instructor and made the C.I.T.S. certificate mandatory.
• However, some states wrote to the Central Government saying that they do not have any arrangements for conducting the Craft Instructor Training Scheme course and there are no institutes.
• Considering the demand of all the states, the Central Government gave a concession.
• The Central Government abolished the C.I.T.S. certificate requirement and said that in this recruitment process, all eligible candidates should participate, but they will have to submit the certificate from any state within 3 years of appointment.
